For the General Welfare: The Role of Congress in the United States Welfare System

The Democratic Party has historically owned the issue of welfare in the eyes of the public. I will measure the change over time in the welfare system by looking at all of the bills introduced by Congress. By looking at the tone of the bill titles, I will be able to tell how Congress has portrayed the welfare. With this data in mind, I am also able to compare how Congress portrays the welfare system to how important the public views welfare by using Gallup’s Most Important Problem poll.
